我国行政区划改革呈现出行政区市制化、冷热交替、市制扭曲等特征。在这一背景下,市制回调逐渐成为人们关注的焦点。它具有:纠错、协调、激励、适配等功能,并可根据改革内容划分为恢复型、螺旋型、职责型和通名型等类型。短期来看,要按照工具性、时空性、信息化、差异化等原则来确定回调的适用范围;长远来看,平衡制度化与工具性则是现实取向。

When the reform of administrative division in China reflects some features which include administrative regions becoming municipal system, reforms alternating between promotion and stagnation, municipal system being distorted and so on, the readjustment of municipal system is gradually becoming the focus of attention. It has some functions such as error correction, coordination, motivation, adaption and so on. Furthermore, it can be classified into recovery type, screw type, responsibility-power type, generic type and other types. In the short term, the scope of the readjustment should be determined on the basic of instrumentality, time and space, information technology and differentiation. While in the long term, to balance the institutionalization and instrumentality is the realistic orientation.
