三峡库区经济-环境耦合系统协调发展动态评价

Three Gorges Reservoir Area Economy- coordinated Development Environment Coupling System Dynamic Evaluation

文章利用耦合协调理论模型，借助三峡库区2005～2013年经济与环境指标，对三峡库区经济-环境耦合系统进行实证研究。结果表明，三峡库区经济-环境耦合系统的协调发展经历了极度失调-中度失调-濒临协调-初级协调四个阶段，目前，库区的经济-环境耦合系统处于初级协调发展阶段。提出通过加大工业污染防治；加快生活污水治理；加强次级流域和船舶污染整治；打破行政部门分割管理的格局；全面实施科学规划等措施促进三峡库区经济与环境协调发展。

In this paper a theoretical model using the coupled coordination, with the Three Gorges Reservoir 2005 - 2013 economic and environmental indicators, the Three Gorges Reservoir Area Economy - environment coupling system empirical study, results showed that the Three Gorges Reservoir Area Economy - coordination of environmental coupling system has experienced extreme imbalance - Moderate imbalance - on the verge of coordination - coordination four primary stage at present, the reservoir area of the economy - the coordinated development of the environment in the primary category. Thus proposed to optimize the industrial layout, vigorously develop the circular economy, strengthen ecological environment construction and other measures to promote the coordinated development of economy and environment Reservoir.
