武陵山连片贫困区生态蚕桑产业发展研究--以黔江区为例

Research on the Development of the Ecological Sericulture Industry in the Wuling Mountain Poverty-stricken Areas——Take the Qianjiang District as an Example

以武陵山连片贫困区典型区域——黔江区为例,对武陵山连片贫困区蚕桑产业发展优势、发展现状、发展基础与发展问题进行全面实证分析。研究表明:武陵山连片贫困区蚕桑产业整体发展较好,蚕桑产业发展优势明显。但是仍然存在着诸如产业链偏短、规模经营不充分、服务体系不健全、劳动力不足等发展短板。提出理顺管理机制,加大政策扶持;加强科技创新,注重技术推广;培育新型主体,推动规模经营;拓展产业链条,提髙综合利用;推广先进模式,发展立体经济等措施加快武陵山片区蚕桑产业发展。对武陵山连片贫困区乃至欠发达生态保护发展区实现跨越式发展具有一定的指导借鉴意义。

Taking Qianjiang District, the typical district of the Wuling Mountain Areas as an example, this paper makes a comprehensive analysis on the developing tendency, current situation, foundation and problems of the sericulture industry. The results show that the sericuhure industry is developing well as a whole, the developing advantages of the sericulture industry is obvious. However, there still exist some developing problems, like the shortness of industry chain, the insufficiency of scale management, the unsoundness of services system and the lack of labor force and so on. Therefore, this paper suggests the Wuling Mountain Areas should perfect system and mechanism, put more favorable policies on the sericulture, enforce the innovation of science and technology, pay more attention to the technology exten- sion, foster the new market bodies, promote the scale management, extend the industry chain, improve the rate of com- prehensive use of silkworms and mulberries, popularize advanced developing patterns of sericulture and develop the stereo economy to speed up the development of the sericulture in the Wuling Mountain Areas. Thus, the paper＇s ideas have some instructional and referential meaning towards the achievement of leapfrog development in Wuling Mountain Areas or even less developed Ecological protection zones.
