基于组织效能优化的农业企业科技信息服务平台构建与保障措施研究

Studies on Construction and Supporting Measures of Agricultural Enterprises' S&T Information Service Platform Based on Optimization of Organizational Effectiveness

伴随科技信息的突飞猛进,农业企业已开始逐渐摆脱传统粗放型的发展模式,转而依托科技信息及知识创新实现转型升级,因此,科技信息与知识创新在农业企业发展中担当的角色愈来愈重要。科技创新及研发能力已成为农业企业获得更高经济效益与社会效益的重要标准,通过搭建企业科技信息服务平台,能有效地将创新成果转化为企业发展动力,并最终促进农业企业组织效能的优化升级。本文结合农业企业特征,从组织效能优化的视角对农业企业科技信息服务平台的构建模式、运行特征进行了阐述,鉴于科技型农业企业科技信息服务平台运行的特征,利用网络DEA模型可实现对企业组织结构的降维。在考虑科技信息服务平台运行指标的基础上,对吉林省34家科技型农业企业的组织效能进行了测算,并针对性地提出了促进农业企业科技信息服务平台建设的相应保障措施。

With the rapid development of ST information, agricultural enterprises have begun to kick off the traditional de-velopment mode and transferred into ST innovation upgrade. Therefore, the role of ST innovation has become more andmore important. ST innovation and research capability has been pivotal standards to obtaining high economic benefits andsocial benefits. Building up the ST information transformation mode, can sufficiently convert ST achievements into enter-prises＇ development power, and accelerate the process of upgrading agricultural enterprises＇ organizational effectiveness.This paper expounded the forming and running mode of the ST information transformation on the perspective of organiza-tional effectiveness, and based on the characteristics of organizational structure, the network DEA model can be applied todecompose enterprises＇ organizational structure. In this paper, by considering the standards of ST information transforma-tion mode, 34 ST typical agricultural enterprises＇ organizational structure were analyzed and their corresponding efficien-cies were calculated, and then the corresponding measures and suggestions were proposed for constructing the agriculturalST information platform.
