摘要 当前中国行政改革面临着新的挑战,尤其是在经济转型背景下,作为上层建筑的行政领域必须进一步深化改革。当前中国正处于赶超型和压缩型的转型发展阶段,具有多种转型的特征,而19世纪末20世纪初的美国正处于从农业向工业、从乡村向城市、从传统向现代的变革时期,也被称为进步时期。但是,这一时期却也是腐败、堕落的美国经济垄断、社会混乱、文化断层、政治腐化无所不在的时期,在转型调整这个意义上与当前中国的转型发展具有某种程度的共通性。美国通过进步主义改革成功地进入新的发展模式,有效地针对各种问题提出相应的解决措施,这也是当前我国行政改革可资借鉴的有效路径。 The administrative reform of China faces new challenges and problems,especially in the background of the new economic normal adjustment. As the superstructure,the administrative area must make further reform. With a variety of characteristics of transformation,China is in the stage of catching up and surpassing and compressing type development. It is similar to the America at the end of the 19 th century and the beginning of the 20 th century,which was from agriculture to industry,from countryside to city,from the traditional to the modern period of change,which was known as the progressive era. However,there were the corruptions in the United States,economic monopoly,social chaos,fault culture and political corruption everywhere. The United States successfully entered a new development model through progressive reform,effectively put forward the corresponding measures to solve the problems. It maybe a referential effective path for our administrative reform nowadays.
