基于人民政协的公民有序政治参与的特点与路径

On the Characteristics and Path of Citizen's Orderly Political Participation Based on the People's Political Consultative Conference

人民政协是我国政治生活中发扬社会主义民主的重要形式,是公民有序政治参与的重要平台和渠道。基于人民政协的公民有序参与形式多样,特点鲜明。充分发挥人民政协在不断扩大公民有序政治参与、推进社会主义民主政治建设中的作用,可以从以下几个方面着手。首先,要充分发挥人民政协界别特色优势,扩大公民有序政治参与的覆盖面;其次,充分发挥政协委员主体作用,完善公民有序政治参与的运作机制;再次,切实推进人民政协"三化"建设,强化公民有序政治参与的制度保障;最后,积极培育民主协商文化氛围,增加公民有序政治参与的深层养料。

The people＇s political consultative conference is not only the important form of promoting socialist democracy,but also the important platform and channel of citizen＇s orderly political participation. The citizen＇s orderly political participation based on the people＇s political consultative conference has various forms and distinctive traits. We must do the following in order to give full play to people＇s political consultative conference in expanding citizens＇ orderly political participation and the role of promoting the construction of socialist democratic politics. Firstly,we should give full play to the constituency characteristic advantage of the people＇s political consultative conference,expand the coverage of citizens＇ orderly political participation. Secondly,we should give full play to the main body function of the CPPCC,improve mechanism of the citizens＇ orderly political participation. Thirdly,we should promote＂three＂construction of the people＇s political consultative conference,strengthen the system guarantee of the citizen＇s orderly political participation. Finally,we should cultivate the democratic consultation culture positively,increase the deep nourishment of the citizen＇s orderly political participation.
