政协监督能力:创新社会治理的重要推力

Supervisory Ability of the Chinese People's Political Consultative Conference:Important Push Power for the Innovation of Social Governance

创新社会治理已成为人民政协在新形势下的重要使命。作为人民政协的主要职能之一,民主监督在推进社会治理创新进程中,有利于发挥广大人民群众的力量,参与社会治理;有利于加强干部执行力建设,提高社会治理效能;有利于推进社会治理法治化。而现实中,政协民主监督面临着监督范围狭隘、监督形式单一、监督效果不明显等新困境,严重影响着社会治理的主动性、灵活性和实效性。因此,必须从强化监督意识、完善监督机制和创新监督形式等方面入手提升政协监督能力,充分发挥其在创新社会治理中重要的推力作用。

The innovation of social governance has become an important mission of the Chinese People＇s Political Consultative Conference （CPPCC） under the new situation. The democratic supervi- sion is one of the main functions of the CPPCC. In the process of propelling the social governance, democratic supervision is good for ordinary people to play an important role in social governance. It will also strengthen the construction of leaders＂ executive power, improve social governance effectiveness and promote the rule of law of social governance. Nevertheless, in reality, the CPPCC＇s democratic supervision is facing new difficulties such as narrow scope and single form of supervision. The effect is not obvious. This will greatly influence the initiative, flexibility and effectiveness. There-fore, we must start from strengthening supervision consciousness, improving supervision mechanism and innovating form of supervision so as to improve the CPPCC＇s supervision ability. Thus, it can play a distinctive role in the innovation of social governance.
