Constraint Factors and Countermeasures to Improve Rural Grass-roots Legal Governance

农村基层法治建设基础薄弱,法治运行机制不完善,基层干部法治能力不足,村规民约存在一定的局限性,成为影响和制约现阶段农村法治水平提升的主要因素。只有采取相应的措施,逐步消除或缓解这些不利因素,才能使农村基层的法治水平提升到较高的层次,推动中国的法治化进程。

In Rural grass-roots legal construction is weak in basis,the legal operating mechanism is incomplete and it is scarce in legal governance ability of grass-roots cadres.It is limited in the village regulations and non-governmental regulations,which becomes the major factors to influence and restrict the improvement of rural legal government at this stage.Only if we adopt corresponding measures and gradually eliminate or remit adverse factors,we can improve legal governance level of rural grass-roots to a higher layer and promote legalization of China.
