大兴安岭林区发展森林碳汇经济的潜力与策略

Potential and Strategy of Developing Forest Carbon-sink in Daxing'anling Forest Region

为促进大兴安岭林区森林碳汇经济发展提供理论支持,运用SWOT分析法,分析大兴安岭林区发展森林碳汇经济的自身优势和劣势,以及外部环境带来的机会和威胁,据此提出促进其发展森林碳汇经济的对策。结果表明:林区发展森林碳汇经济的优势是丰富的森林资源、政策支持和森林碳汇项目的成功试点;劣势是森林资源的质量和管理水平不高;机会是国家经济发展与生态建设相关战略的契机;威胁是人才、技术、法律和交易平台的支持不足,并且面临国内外的激烈竞争。应改善森林资源管理模式、引进先进人才和技术,实现森林资源的质量提高和可持续经营,并建立独立的森林碳汇交易平台。

The advantage,disadvantage,opportunity and threat to develop forest carbon-sink economy in Daxing＇anling Forest Region were analyzed by SWOT analysis,and then the countermeasures to develop forest carbon-sink economy are proposed to provide the theoretical support for development of forest carbon-sink economy in Daxing＇anling Forest Region.Results：The advantages to develop forest carbon-sink economy in Daxing＇anling Forest Region are abundant forest resources,policy support and successful pilot project of forest carbon-sink.The disadvantages to develop forest carbon-sink economy in Daxing＇anling Forest Region are quality of forest resources and lower management level.The opportunity is the relative strategic opportunity of national economical development and ecological construction.The threats are insufficient talents,technology,law and trading platform support and fierce competition at home and abroad.The countermeasures should include improving the management pattern of forest resources,introducing advanced talents and technology,realizing quality improvement and sustainable management of forest resources and building the independent trading platform of forest carbon-sink.
