建设海洋强国战略背景下中国海警体制改革的思考

On Reforming the System of Chinese Maritime Law Enforcement against the Background of Constructing Maritime Power

深化中国海警体制改革是实施海洋强国战略、加强我国海洋监管、提高海上维权执法效能、构建我国海上安全战略体系的必由之路。中国海警正在整合之中,尚未建立完善的法律、装备、教育培训、合作交流等体系和机制。今后应强力推进实施整合、继续深化体制改革,建立现代海岸警卫制度。

Deepening the reform of the system of China Coast Guard is important in implementing the strategy for maritime power,strengthening China maritime surveillance,improving efficiency of law enforcement in maritime and constructing Chinese maritime safety strategy. While being integrated,China Coast Guard has been not constructing the system of law,equipment,education and training,cooperation and communication. It is suggested that the reorganization be done as soon as possible for deepening the reform to construct a modern Coast Guard system.
