This paper introduces the procedures for planning base stations of public mobile communications in urban areas. It first analyzes the key factors in base stations planning, such as site location choosing, coordination of base stations planning and urban planning, and the calculation of new base stations. The paper then analyzes the case of base stations planning of Yiyang City, and discusses the application of Arc GIS in the analysis of the status quo of the existing base stations and the location choosing in base stations planning.
