摘要
超低排放技术是当前复杂形势下解决能源、环境与经济三者关系的最佳手段。本文在分析对比我国和美国及欧盟煤电排放标准的基础上,建立区域煤电污染物减排量数学模型,基于广东省煤电装机容量,计算了不同利用小时数下全省污染物减排量,并从环境效益、电价效益和社会效益等方面进行综合分析。结果表明:我国重点地区煤电排放限值明显高于美国和欧盟地区;广东省实施超低排放改造后,全省SO_2、NO_x和烟尘合计减排11.5万~18.6万t,占全省排放比例的5.0%~8.1%,减排效果明显。最后本文就进一步减少广东省大气污染物排放提出相关建议。
Ultra-low emission technology is the best solution for balancing the relationship among energy, environment and economy in complex situation nowadays. Based on the study of emission standards from coal-fired plant among China and the US and the EU, and the capacity of coal-fired power generation in Guangdong Province, it establishes mathematical modeling about pollutant reductions of regional coal-fired power plant to calculate pollutant reductions in Guangdong Province by various utilization hours of the coal-fired power plant. And then it conducts a comprehensive analysis of benefits for environment and electricity and social and etc. The result shows that emission limits in main areas are significantly higher than that of the US and the EU. Having applied ultra-low emissions technology, SO_2, NO_x and smoke dust emissions can be reduced by 115,000 to 186,000 tons, which accounted for 5% to 8.1% of total emissions in Guangdong Province. Obviously, it has achieved remarkable effect on pollutant reductions. Moreover, it also provides suggestion on further reducing pollutant emission in Guangdong Province.
