医养结合养老机构养老服务发展政策研究

Research on Development Policy of Integration of Medical Care and Pension and Institutional Pension Service for the Elderly

随着人口老龄化加速,老年人对医养结合的需求越来越大,中央及地方政府先后出台了一些医养结合的政策,而我国目前医养结合养老机构养老服务中存在筹资渠道不畅、医养结合养老机构积极性不高;专业医护人员不足;服务技术水平低及养老机构医保定点覆盖率低等问题。加大政府资金投入,吸引社会力量参与;加强复合型养老护理队伍的建设;养老机构实施医保定点,简化医养结合审批制度;以大数据为核心,推进"互联网+养老"行动和"智慧医疗"技术等措施,将有助于医养结合养老机构养老服务的发展。

With the accelerated aging of the population, the elderly have an increased demand for the integration of medical care and pension. However, at present, some problems exist for the integration of medical care and pension and institutional pension service for the elderly, such as narrow financing channels, low enthusiasm for pension institutions, inadequate professional health care workers and low technical level, low health insurance coverage for pension institutions and so on. This study proposes to increase government funding to attract social forces to participate, enhance to build the compound nursing care personnel, implement fixed medical insurance for pension institutions, simplify the approval system of the integration of medical care and pension, and promote the ＂Internet ＋ pension＂ action and the ＂wisdom medical care＂ technology and other policy measures with big data as the core.
