Research of Government Responsibility in the Field of Medical Treatment Based on Medical Right of Citizens

医疗权是公民的基本人权,责任主体是政府。政府通过制度安排、财政投入及医疗服务监管来履行责任。在推进医疗保障制度及分级诊疗制度建设方面,政府责任得到了较好体现,但在医疗保险的风险分担机制、财政投入及服务监管方面,政府的责任履行还有待提升。

Medical Right is a basic human right of citizens, and it＇s corresponding subject of responsibility is government. Through institutional arrangement, financial investment and service supervision, government fulfilled responsibilities. As to build medical insurance system and hierarchical diagnosis, the government＇s responsibility has been well reflected. HOwever, referring to the risk sharing mechanism, financial investment and service supervision, the government＇s responsibility is yet to be improved.
