MOOC with its wide range of course content, efficient and quick way of learning has attracted tens of thousands of learners. Although most of these learners have higher educational background and high knowledge and ability level, there are still less cooperative with high dropout rate and low learning resources utilization. In order to solve these problems,it is necessary to investigate the MOOC learners ' learning competency and explore the characteristics and differences of MOOC learners 'learning competency. And then use the information to further improve MOOC learners' learning competency and MOOC teaching level. The research respectively in 2013 and 2014 investigate the domestic MOOC learners, the sample size is 6116 and 3309,of which 2573 learners and 2441 learners have learned MOOC. Five dimensions are analyzed, they are information competency, relationship maintaining, and management of the learning, metacognition and learning attitude of MOOC learners. Study found that MOOC learners failed to make full use of information technology to promote effective learning and lack of deep exploitation. MOOC learners have a strong willingness to construct the positive relationship and attaches great importance to the interaction between teachers and students. MOOC learners lack certain self- management consciousness but have high positive learning attitude. MOOC should pay more attention to the learners learning competency status in the construction and establish learning competency training direction and the learning competency monitoring and evaluation system.
