河南省全面推进依法治省问题研究——基于对郑州市问卷调查的分析

RESEARCH ON COMPREHENSIVELY PROMOTING THE RUNNING OF HENAN PROVINCE IN ACCORDANCE WITH THE LAW——Based on the investigation and analysis of 300 questionnaires in Zhengzhou

按照由表及里、由理论到实践、由当下延伸到长远的原则共设计基本认识、理性认识、现实实践、长远影响和深度把握等5个类别10个问题形成"专家型受访者问卷(QRQ)"。课题组针对相关专业领域人士和大学相关专业的师生,在郑州市对300名受访者开展了调查。调查结果显示:大多数受访者对法治建设的定位缺少充分认知,大多受访者是出于功利目的而接受法治建设的,党政干部遵守宪法和法律是依法治省的前提和关键;认为经济发展的优先性和崇礼而轻法是河南依法治省最大的省情,也是河南省全面推进依法治省的主要瓶颈。提出河南全面推进依法治省必须依赖党政干部这一"关键的少数",而竖起法治经济的旗帜,以法治指数监测法治政府建设,以法治政府建设考核党政干部,是河南省全面推进依法治省的可行之策。

The research designs ‘Expert questionnaire（ QRQ） ＇ which contains five categories and ten questions such as the basic understanding,the rational understanding,the reality practice,the long-term influence and the depth assurance and so on according to the principles of from the outside to the inside,from theory to practice and from the moment to the long-term. The research group conducts an investigation into 300 respondents who are in the relevant professional fields and related disciplines in universities in Zhengzhou. The result shows that the majority of the respondents do not have adequate awareness of the orientation of the rule of law construction and most respondents accept the rule of law construction for utilitarian purposes. The Party and government cadres should abide by the constitution and the law,which is the premise and key to the rule of law. That people in Henan Province give priority to the development of economy and advocate etiquette while despising the law is the actual condition there and is also the main bottleneck for Henan Province to promote the governing of the province by law. The article advances that Henan Province must rely on the Party and government cadres to comprehensively promote the rule of law in that they are the key minority,put up the banner of the rule of law economy,use the rule of law index to monitor the construction of government by law and use the rule of law to assess cadres. These are feasible countermeasures for Henan Province to comprehensively promote the rule of law in accordance with the law.
