职业教育治理的多维价值、原则与发展路向

On Multi-dimensional Values, Principles and Approaches of Vocational Education Governance

职业教育由"管理"走向"治理"是实现教育治理现代化的现实要求。在借鉴西方治理理论的基础上,我国职业教育治理必须明确多维价值,为职业教育治理实践提供有效的价值范式。以本土化治理为导向,遵循权责非线性转移原则,进一步明确各主体的权责关系,以多元化权力制衡为基础,形成职业教育多元化治理格局。在此基础上,以治理现代化作为职业教育治理的未来发展路向,适时做好职业教育法律的"破"与"立",推进职业教育治理法律现代化;科学引导职业教育治理结构由"二元"向"三元"转变,促进职业教育治理结构现代化;加快职业教育治理模式改革,实现"管""办""评"相分离,实现职业教育治理模式现代化。

The development of vocational education from management to governance is the prerequisite to realize modernization of modern education governance. On the basis of the theory of governance from western countries, vocational education governance in China must clear the multi-dimensional value to provide effective value paradigm for the practice of vocational education governance; it must be based on the localization-oriented to follow the principle of non-linear transfer responsibilities to further clarify the relationship between the powers and responsibilities of each body to pluralism of the balance of powers, based on a diversified form of vocational education governance structure. On this basis, the modernization of governance as the way forward for the future development of vocational education governance, timely ＂formulate＂ and ＂break＂relative law to promote the modernization of vocational education governance law; scientifically guide vocational education governance structure to transform to ＂dual＂ and ＂triple＂structure to promote the modernization of vocational education governance structure, to accelerate the reform of vocational education governance model by separating the management, running and evaluation to realize the modernization of vocational education governance model.
