高职院校的治理结构研究——基于章程制定的视角

On Management Structure of Higher Vocational Colleges——Based on the Perspective of Constitution Formulation

伴随着高等职业教育的发展过程,章程成为高职院校治理现代化的基本要素。构建治理结构应该遵循彰显高职院校办学特色、突显高职院校价值使命、创新系统化人才培养环境三大原则,有效实施党委领导下的校长负责制,完善校长治校和教授治学,探索多元混合制共同参与的高等职业教育治理改革,创新行之有效的高等职业院校办学机制和治理模式,才能奠定大众创业万众创新的人才基础,实现教育文化的交流互鉴。

Since the opening of state conference on vocational education, to summarize the management structure of higher vocational collages from the angle of formulating and implementing the constitution has become an important measure on managing the education by law and modernizing the manageability. To build the management structure, the three principles are as follows： showing the running features of higher vocational colleges, highlighting the value and mission of higher vocational colleges and innovating systematic talents cultivation environment. Only when we carry out the president responsibility system led by the Party Committee, improve president＇s management of university and professor＇s academic management, promote the higher vocational education reform that is co-participated by multi-mixed systems as well as create effective school-running mechanism and management model, can we lay a talent resource foundation for public entrepreneurship and innovation; meanwhile, realize educational and cultural exchanges and mutual learning.
