我国城市灾害风险管理体制机制创新研究

Research on the mechanism innovation of urban disaster risk management system in China

城市灾害风险管理体制机制不能适应急速扩张的城市规模、城市灾害风险管理法律体系机制不够完善、我国城市灾害管理减灾体制机制与整体过程不相协调、城市灾害风险应急指挥体制机制缺乏,是当前我国城市灾害风险管理面临的主要问题,为了解决我国城市灾害风险管理问题,应当进行管理体制机制创新,即建立城市灾害风险危机意识体制机制、增强城市灾害风险管理法制化体制机制建设、创建城市灾害风险管理社会整体联动机制和健全城市灾害风险应急能力评价体制机制。

The mechanism of disaster risk management system cannot adapt to the rapid expansion of city scale,city： city disaster risk management mechanism is not perfect,the legal system of our country city disaster management and mitigation of institutional mechanisms and overall coordination and the process of city disaster risk emergency command system is still the main problem of current our country city disaster risk management is facing,in order to solve the problem the risk management of city disaster in our country,should innovate the management system and mechanism,namely the establishment of city disaster risk crisis awareness system,strengthen the construction of system and mechanism of city disaster risk management legal evaluation system of city disaster risk management mechanism to create a social response mechanism and perfecting city disaster risk emergency ability.
