许多离开家乡到北京打拼的人，都有一个梦想——落户北京。今後，梦想将成为现实。因为国务院公布的《居住证暂行条例》（以下简称《条例》）已於2016年1月1日起施行。《条例》规定要在全国建立居住证制度，推进城镇基本公共服务和便利向常住人口全覆盖；并要求各地积极创造条件，逐步提高居住证持有人享有的公共服务水平；明确了居住证持有人通过积分等方式落户的通道。
Many people who have left their hometown to work hard in Beijing have a dream--to settle in Beijing and have a Beijing hukou. In future, this dream will come true because the Interim Regulations on Residence Permit formulated by the State Council （hereinafter referred to as the ＂Regulations＂） has come into effect on January 1,2016.
