"十二五"期间,黑龙江省水利发展取得明显进步,完成投资840万元。"十三五"期间是加快推进水利现代化的关键时期,黑龙江省水利发展遵循确有需求,生态安全的总体要求,按照全面建成小康社会和全省粮食产能稳定在75亿kg,围绕五大目标和五大任务,加快水利基础设施建设,全省水利投资争取超过1400亿元;着力增强水利支撑保障能力、紧紧围绕全面深化改革战略部署,着力创新水利发展体制机制、紧紧围绕全面推进依法治国基本方略,着力推进落实水资源管理和水利工程划界确权工作。

The cost of RMB 8.4billion Yuan has been completed in Heilongjiang Province during the period of 12th Five-year Plan, making market progress in water conservancy development. The 13 th Five-year Plan is the key period for accelerring water conservancy moderation, following the general demands of ecological safety for Heilongjiang Provincial water conservancy development, according to a comprehensive well-off society and the provinceg grain production capacity is stable in the grand goal of 75billion kg, based on five goals and five tasks, to accelerate the hydraulic infrastructure construction and realize the water conservancy investment for more than 140billion Yuan around the whole province.
