影子银行业务的风险监管研究——以W-Z银信合作为例

Research on Risk Supervision and Management of Banking Business in Shadow Banks——Taking the Cooperation between Trust Companies and Banks as an Example

随着我国资本市场的日益成熟,非银行金融机构大量出现,在丰富了整个市场的同时,也为中国影子银行体系的成长提供了土壤。本文主要以W-Z银信合作为案例,阐述了W-Z银信合作的基本情况,分析其在风险监管方面主要存在的问题,并在此基础上从完善银行内部控制机制、加强公开信息披露制度、建立金融风险预警机制、促使表外业务表内发展四方面提出相应的措施和建议,以期不断完善对影子银行的风险监管,促进银行业安全、健康发展。

With the increasing maturity of the capital market in China,a large number of non- bank financial institutions enrich the market; also provides the soil for the growth of the shadow banking system. Further study about the case in the practice,we found that although the relevant agencies have taken some precautions,but still exposes many risk of the regulatory. We specially focus on the four major problems,like the lacking of the internal control mechanism,the inadequate risk information disclosure,the lack of risk warning mechanism and the off- balance sheet business hidden huge risk. In order to strengthen the supervision of our shadow banking risks,the targeted solutions are as follows： improving the banks＇ internal control mechanisms,strengthening the public information disclosure system; establishment a financial risk early warning mechanism; prompting off- balance sheet business become balance sheet business.
