Transformation from the Newly Upgraded College and University to the University of Applied Sciences:Problems and Reflection

新升格本科院校向应用技术型高校转型是我国政府和职教界面临的一项重要任务,国家启动该转型具有深层次的原因,但新升格本科院校转型存在六个方面的突出问题。借鉴德国应用科技大学发展、国内相关产业以及我国高职教育发展的经验教训,新升格本科院校转型应多措并举、多管齐下,中央及地方政府扮演好掌舵者角色,新升格本科院校要尽快转变观念,科学规划学校定位,允许部分优秀高职院校升格为应用技术大学。

The transformation from the newly upgraded colleges and universities to the universities of applied sciences is an important task that the government and vocational education are facing. There are deep-seated reasons that the state starts the transformation. However,there exist six outstanding problems for transformation currently, Drawing lessons from the development of universities of applied sciences in Germany, the experiences of the relevant domestic industries and higher vocational education in China, the newly upgraded colleges and universities should be transformed with more measures together： the government should fully exert the driving role, the newly upgraded colleges should transfer school-rnnning view and orientation as soon as possible, and allow some excellent higher vocational colleges to upgrade as universities of applied sciences.
