技术创新政策绩效评价——以江西省省级农业龙头企业为例

Performance Evaluation of Technological Innovation Policy——A Case of Provincial-level Leading Agricultural Enterprises in Jiangxi Province

技术创新政策包括一系列政策工具,为评价技术创新政策实施绩效,对江西省农业龙头企业进行了实地调查,收集了191个有效样本数据。首先对技术创新政策实施的基本情况进行了描述性统计分析,研究表明农业龙头企业对技术创新政策尚不够了解,政府对企业R&D活动的资金支持非常有限。为定量评价企业对技术创新政策的满意度,构建了技术创新政策满意度评价指标体系,运用熵值法和层次分析法计算了各评价指标的权重,用模糊综合评价方法测度了技术创新各子政策及总体政策的满意度。研究表明,农业龙头企业对技术创新政策的评价不高,处于"基本满意"的水平;企业对专利保护政策的满意度要高于其他政策,这可能是因为"事后补贴"的技术创新政策更为公平。我国应进一步优化技术创新政策工具组合,实现以"事前"支持为主向以"事中"、"事后"支持为主的转变。

Technological innovation policy includes a series of policy instruments. For evaluating the performance of technolog-ical innovation policy,we make a field survey on leading agricultural enterprises in Jiangxi province,and collect 191 validsamples. Firstly,we carry on a descriptive statistical analysis on the basic situation of implementation of technological innova-tion policy. The study indicates that leading agricultural enterprises have been still not familiar with technological innovationpolicy,government＇s financial support to enterprise RD activities is limited. Secondly,we construct the evaluation index sys-tem of technological innovation policy,calculate the weights of indexes through entropy value method and analytic hierarchyprocess（AHP）,and measure the satisfaction of sub-policy and overall policy with fuzzy comprehensive evaluation method inorder to make a quantitative evaluation on enterprise＇s satisfaction to technological innovation policy. The results show thatthe evaluation of leading agricultural enterprises on technological innovation policy is not high,it is at the level of＂basic satis-faction＂. The satisfaction with patent protection policy is higher than other sub-policies,which may be the non-committed re-gime is fairer than the committed regime. Therefore,China should optimize the technological innovation policy tools combina-tion,and change from the committed regime to the non-committed regime.
