摘要
文章运用投入导向、规模报酬不变的DEA模型,将与能源消耗密切相关的"工业三废"排放量加入生产函数,利用全国各省市2002-2013年的面板数据,测度出我国八大经济区域考虑环境效应的全要素能源效率,并运用面板数据Tobit模型进一步定量分析其影响因素。实证结果显示:2002年以来我国全要素能源效率保持稳步上升态势,区域全要素能源效率呈现由东南沿海向西北地区逐步降低的特点;产业结构、技术进步、对外开放、能源消费结构对全要素能源效率的影响存在区域异质性。
The paper,by choosing the model of investment-oriented DEA with fixed returns to scale,incorporating"industrialthree wastes"emissions which are closely related to energy consumption into the production function and using the panel dataof all provincial-level administration regions in China from 2002 to 2013,measures the total factor energy efficiency of theeight main economic regions considering environmental effect,and applies the panel data Tobit model to make a further quanti-tative analysis of its influence factors. The empirical results show that the total factor energy efficiency in China has main-tained a steady upward trend since 2002,the regional total factor energy efficiency presents a feature of gradually reducingfrom the southeast coast to the northwest region;The impacts of industrial structure,technical progress,opening up to the out-side world and energy consumption structure on the total factor energy efficiency have regional heterogeneity.
