Coordination of System Planning and Operation Based on Risk Theory

摘要 成熟的系统规划以及可靠的稳控措施是保证电力系统安全稳定运行的两个重要方面,但是实际工作中,由于规划与运行分属不同部门而往往割裂了二者的联系,因此如何协调规划与运行具有重要的实际意义。基于风险理论提出了协调电网规划与运行的分区框架,运用风险指标合理划分电网规划与运行责任分界。通过对2015年广东电网500 k V规划系统的研究,结果表明该方法具有较强的实际可行性和可操作性,可以有效地弥补实际工作中割裂规划与运行的缺陷,从实际运行的角度更加科学、合理、经济地规划电网。 Reliable system planning and credible stability control measures are the two important aspects to ensure the reliability of power system. However, because planning and operation belong to two different departments, there are lack of coordination between planning and operation. Based on the risk theory, a general framework to coordinate sys- tem planning and operation is proposed. The proposed method uses probabilistic loss of load risk index clarify the re- sponsibilities between operation and planning. This approach is examined using Guangdong test system. The study re- suits demonstrate the feasibility of our proposed method.
