官方发展援助(ODA):越南的现状与趋势(1993~2012年)

Official Development Assistance(ODA)in Vietnam:Discussion on the Analysis of the Status Quo and Trend(1993~2012)

在越南的革新开放过程中,有利于经济社会发展目标的官方发展援助(ODA)被看成是推动国家经济社会发展的重要资金来源之一。该资金部分满足了越南工业化以及现代化进程中对资本的迫切需求,并促进了经济增长和减少贫困。但官方发展援助不只是贷款问题,也是约束条件下的经济和政治问题,如何有效地管理越南政府获得的官方发展援助,并使其符合国家发展的战略目标和方向成为一项重要的政治任务。1993年至2012年的十年间,越南政府对官方发展援助资金的使用形成了自己的特色,但也存在不少问题。从政府管理的角度而言,未来官方发展援助项目及其资金的使用策略应侧重于制度规制、国家战略、监督管理以及公众认知等四个层面。

In the process of reform and opening up of Vietnam,ODA is regarded as one of the most important sources of funds to promote national economic and social development. Part of the funds met the urgent demand for capital of national industrialization and modernization process,and promoted the economic growth and poverty reduction. But ODA is not just the loan problems,it is also constrained under the economic and political environment. Between the years of 1993 to 2012,the ODA fund in Vietnam has its own characteristics,but there are many problems. From the perspective of government management,the use of strategy of ODA project and funds should focus on four aspects of system regulation,national strategy,supervision and administration and the public cognition. etc.
