基层卫生工作人员对乡村卫生服务一体化实施认知评价

Knowledge and assessment of primary health workers on integrated implementation of rural health services

目的:了解济宁市基本公共卫生服务实施背景下乡镇卫生院、村卫生室工作人员对乡村卫生服务一体化内容的认知以及实施状况评价,发现存在的问题,为促进农村基本公共卫生服务的发展提供建议。方法:查阅相关文献,针对乡村卫生服务一体化管理方面的问题制定问卷,按照随机抽样的方法从样本地区抽取乡镇卫生院110名、乡村医生300名进行问卷调查。结果:72.9%的乡镇卫生院工作人员与55.17%的乡村医生认为一体化管理对基本公共卫生服务的开展具有促进作用;51.40%的乡镇卫生院工作人员支持隶属关系,52.40%的乡村医生支持平等关系;两组人群对于一体化管理内容中的"统一药械购销"、"统一财务管理"实施现状的评价情况不同,以上差异均具有统计学意义。结论:提升基层卫生工作人员对基本公共卫生重要性的认知度,严格监管药品管理、专项资金的使用,优化基层卫生工作人员的社会保障,充分调动基层卫生工作人员对乡村卫生服务一体化的积极性,以早日实现基本公共卫生服务均等化的目标。

Objective To know about the knowledge and assessment of primary health workers on the integrated implementation of rural health services,to find out problems and to provide suggestions for promoting equality in rural basic public health.Methods Questionnaires were designed for the integrated management of rural health and basic public health services by referring to related literature.The random sampling was used to choose 110 township hospital workers,300 village doctors,respectively.Results 72.9% of township hospital workers and 55.17% of village doctors held that the integrated management could promote the work of basic health services.51.40% of township hospital workers supported the affiliated relationship between township hospitals and village clinics while 52.40% of village doctors supported equal relationship.The statistical difference was found on the unified buying and selling of medicine and equipment,and the unified financial management among integrated management in two sampling groups.The assessments of subjects from different sampling areas were statistically significant.Conclusions The management of integrated rural health services needs to be carried out continuously to improve the knowledge of primary health workers and the social security for them should be scientific and reasonable.Only when primary health workers＇ initiative for integrated implementation of rural health was motivated could we realize the objective of equality in basic public health services.
