维护档案的完整与安全,为党和国家的干部人事工作提供服务,是干部人事档案保管与保护工作的根本目的和任务。要防止档案的损坏,延长档案的寿命,维护档案的完整与安全。干部人事档案保管与保护的基本要求是科学管理,方便利用;预防为主,防治结合;立足长远,保证当前;增强防灾意识,提高应变能力。同时提出了干部人事档案保管的措施。

Maintaining the integrity and security of archives and providing service for cadre personnel of the the party and state is the fundamental purpose and mission of cadre personnel archives keeping and protection. We should prevent damage to archives, extend the life of archives and maintain the integrity and safety of the archives. Basic requirements of personnel archives custody and protection are scientific management, facilitated to use; put prevention first, combine prevention with control; make long-term prospect, ensure current management; enhance awareness of disaster prevention, improve ability of resilience. This paper also proposed measures of personnel archives custody.
