基于生产要素流动视角的杭嘉沪区域协作研究

Research on District Cooperation in the Hang-Jia-Hu Region in the perspective of Flowing Production Factors

通过对杭嘉沪区域生产要素的分析,认为应加速劳动要素和资本要素向上海流动,加速技术要素向嘉兴流动。从生产要素视角看,还明显存在政府行政壁垒、产业同构、科技创新投入不一致等缺陷,必须突破行政壁垒,实现劳动要素的自由流动;引导异质同构,提高资本要素的边际收益;加强科技对接,实现技术要素的资源共享。

By analyzing factors of production in Hang-Jia-Hu area,it is suggested that the flow of factors of labor and capital elements to Shanghai should be accelerated,and the flow of technical elements to Jiaxing should be accelerated.From the perspective of the factors of production,there are still evident government administrative barriers,Industry Isomorphism,scientific and technological innovation inconsistencies and other defects,so we must break administrative barriers,to achieve free flow of labor factor;guide isomorphism,raise the marginal capital benefits;strengthen science and technology docking,realize the sharing of technical resources.
