基于垄断视角的蔬菜田间—餐桌价差畸高原因及破解对策

The Inquiry and Countermeasures about the Extremely High Price of Vegetable between Field and Table-from the perspective of Monopoly

从蔬菜价格供求决定理论和成本决定理论的角度,梳理了学界对蔬菜价格偏高之因、生产-流通过程的利润分配、不合理价格治理方面的研究成果,并认为将高价差归结为流通环节、各类成本上涨等存在一定的片面性,而应从蔬菜价格的形成机制和传导机制方面进行研究,蔬菜流通过程中的"环节垄断""场所垄断""外围垄断"是导致蔬菜价差畸高的深层根源,应建立农村蔬菜合作社、大力助推蔬菜网络销售以降低环节垄断,促进各级蔬菜批销市场"公共物品"特性回归以破解场所垄断,完善公路收费制度、蔬菜运输车辆油价优惠、规范政府行政收费以缓解外围垄断现象。

Based on demand-supply and cost theories,the essay sorts the abnormally high price of vegetables from the perspective of the profit distribution,and the unreasonable price management in the circulation.then building a comprehensive framework to interpret the abnormally high price of vegetable between field and table.that is,by putting forward the conception of＂Circulation monopoly＂＂place monopoly＂＂Peripheral monopoly＂,trying to Explain the causes of Vegetable price fluctuation,pointing out that the monopoly is the essential causes of vegetable price extremely distortion.Accordingly the paper puts forward proposals to break the different types of monopoly,such as establishing rural vegetable cooperatives,encouraging ＂ agriculture super docking＂ to alleviate the link monopoly,curbing the stalls monopoly,putting the fuel of vegetable transportation enterprises into the scope of agricultural production subsidies.
