社会治理视域下收入分配改革新路径探究

New Approaches of Income Distribution Reform Based on Social Governance

合理的收入分配是社会公平正义的重要标志。十八届三中全会"社会治理理念"的正式提出,不仅标志着我国社会建设进入一个新的发展阶段,而且将指引着我国收入分配制度改革的未来方向和路径。社会治理具有提高民众参与度、保障利益诉求表达、化解利益冲突、激发社会组织活力等功能,对推进收入分配改革具有重要的作用。收入分配改革是内嵌于治理转型背景下的社会体制改革的重要内容。依靠社会治理创新,推进收入分配改革的现实路径有:夯实收入分配改革的社会参与基础、完善收入分配改革的利益输入模式、强化收入分配改革中的民主协商、大力培育和发展社会组织等。

Reasonable income distribution is an important symbol of social equity and justice.The concept of social governance formally put forward at the Third Plenum of the 18 th Central Committee of the Communist Party of China not only marks a new stage of social construction in China,but also guides the direction and approach of the income distribution system reform in the future.With many important functions such as improving public participation,ensuring benefit claim expression,resolving conflicts of interest,activating social organizations etc.,social governance is indispensable in propelling the income distribution reform,a key part embedded in social system reform under the background of governance transition.Directed by social governance innovation,the realistic approaches to push forward the reform of income distribution include strengthening social participation foundation and democratic consultation, perfecting the interests input mode, nurturing and developing social organizations etc.
