摘要
[目的/意义]为了更好地推动智库与智库产业的发展,提高智库的竞争力,需要研究最基本的问题:智库产品的属性是什么。[方法/过程]通过从智库产品的内在属性与外部表现特征两个方面来解释智库产品的属性。先研究其内在属性,在此基础之上,再研究其外部表现特征,并同其他商品作比较。[结果/结论]研究表明:智库产品具有科学性、社会性、智慧性、外部性与政策性五大内在根本属性,这五大属性使智库产品表现出的外部市场应用特性包括一般性商品特征、知识性产品特征以及独特性三个方面。智库产品的这些属性及其关系启示:一方面智库组织应从外部完善市场运行机制,从内部建立并完善产品创新机制、学习交流合作机制提供高质量的智库产品,另一方面政府也要开放、规范智库市场,建立智库产品质量与效果评价机制,这样才能取得较好的智库建设效果。
[Purpose/significance] It is necessary to study the basic problem, that is, what is the attributes of the products of think tanks to better develop think tanks and the think tank industry, and enhance the competitiveness of think tanks. [Method/process] This paper explained the attributes of the products of think tanks from the perspective of their inner nature and outer characteristics. Firstly, this paper studied their inner nature, and secondly, based on their inner nature, this paper studied their outer characteristics by comparison with common commodities. [Result/conclusion] The results show that the products of think tanks have five fundamental inner natures of scientificity, sociality, wisdom, externality, policy. It also implies that the outer market application characteristics of the products of think tanks have the general commodities and intellectual products characteristic and the unique characteristic determined by these five fundamental natures. The attributes and the characteristics of the products of think tanks and the relationship between the attributes and the characteristics show that on one hand, think tank organizations should improve the outer market operation mechanism, the inner product innovation mechanism and the mechanism of learning, communication, cooperation in order to offer high-quality products of think tanks; on the other hand, the government should open, regulate the think tank market, and build up the evaluation mechanism of the quality and efficacy of the products of think tanks in order to gain better effect of building think tanks.
