Study on Think Tanks' Core Capacities via Policy Networks

[目的/意义]智库是政策网络中的重要节点,智库核心能力分析是智库建设的重要组成部分。[方法/过程]本文在借鉴前人研究的基础上,利用政策网络,构建了智库核心能力分析框架,分析了智库与政策参与者之间的关系。[结果/结论]本文认为智库应加强人才管理、学术研究、发现问题、政策设计、政策评估、舆论参与、信息资源等方面的核心能力建设。

[Purpose/significance] Think tanks are important nodes in policy networks. The analysis of think tanks' core capacities is the key part of the think tank construction. [Method/process] Based on the research of predecessors and with the use of the policy network theory, this paper built an analytical framework of think tanks' core capacities, and analyzed the relationship between think tanks and other policy participants. [Result/conclusion] In our opinion, think tanks should strengthen the construction of those core capacities which include talent management, academic research, identifying problems, designing policies, assessing policies, participating in public opinions and information resources.
