本文通过分析《政府采购非招标采购方式管理办法》和《政府采购竞争性磋商采购方式管理暂行办法》的异同,尝试厘清各非招标采购方式的适用范围及实施程序,为各单位灵活使用非招标采购方式实施采购,确保采购结果的物有所值提出相关建议。

The paper tries to clarify the range of application and the implementation procedures of all of the non-biding procurement modes,by analyzing the similarities and differences of＂the management methods about non-bid-ing procurement modes in government procurement＂and＂the management methods about competitive consultation ingovernment procurement＂. Through this,the paper gives the suggestion to the organization,which implements its gov-ernment procurements by the non-biding procurement modes,to achieve value for money.
