浙江省突发公共卫生事件网络报告质量评价

Evaluation of the reporting quality of public health emergency information system in Zhejiang province

目的评价浙江省突发公共卫生事件报告信息质量,分析报告系统存在的问题,为进一步提高报告质量提供科学依据。方法通过《中国疾病预防控制信息系统》中的子系统《突发公共卫生事件报告管理信息系统》,获取2010-2014年浙江省突发公共卫生事件报告数据,运用Excel及SPSS软件作数据处理及统计分析。结果 2010-2014年浙江省共报告突发公共卫生事件215起,其中分级事件128起,未分级事件87起;传染病事件占全部事件的86.98%(187/215);事件从发生到接到报告的时间为2.00h,从接到报告到网络报告的时间为1.15h,事件结束到结案报告时间为5.9d;结案报告项目完整率为54.42%(117/215),部分事件进程报告不规范(7/215);病原学病因查明率为100%,流行病学病因查明率为71.16%(153/215)。结论浙江省突发公共卫生事件网络报告质量整体较好,但个别事件也存在着报告延迟、危害因素难以查明、分析处置不够规范等问题,需要进一步完善报告要求,加强对基层疾病控制业务人员培训与指导,来提升突发公共卫生事件的报告质量。

Objective To evaluate the reporting quality of public health emergency information system in Zhejiang province,and to provide a scientific evidence for further improving the quality of public health emergency reporting by analyzing the problems in the system. Methods Reporting data of public health emergency in Zhejiang province from 2010 to 2014 were retrieved from Management Information System of Public Health Emergency Reporting,a subsystem of China Information System for Disease Control and Prevention.Excel and SPSS software were used for data process and statistical analysis. Results Two hundred and fifteen public health emergency events were reported in Zhejiang province between 2010 and 2014,and majority（86.98%）were infectious disease events.It usually took 2hours to report the event from its occurrence and another 1.15 hours to further report vianetwork,and 5.9days from event ending to final report.The integrity rate of final report was only 54.42%.Some emergency events were not reported properly.The etiological and epidemiological identification rates were 100% and 71.16%. Conclusions In general,the information quality of public health emergency reporting is relatively high in Zhejiang province.However,some problems as delayed report,unidentified risk factor and improper response still exist.The information quality should be further improved by developing regulation and standard of public health emergency reporting,and strengthening staff training and guidance as well.
