俄罗斯如何看待欧亚经济联盟与“丝绸之路经济带”对接

How Russia perceives the connectivity between the Eurasian Economic Union and the Silk Road Economic Belt

欧亚经济联盟与"丝绸之路经济带"相对接,是因为欧亚经济联盟成员国既是"丝绸之路经济带"建设的参加者,又在欧亚经济联盟内承担应尽的义务。现阶段,欧亚经济联盟与"丝绸之路经济带"的对接主要以双边形式进行,即每一个欧亚经济联盟成员国与"丝绸之路经济带"一体化进程领导者中国之间的投资合作。双方的合作将是长期的,建设"丝绸之路经济带"给俄罗斯既带来利益又带来风险。利益在于可以促使"中国—欧洲走廊"俄罗斯段的现代化改造和集约经营;风险在于中国影响力的提升将导致西伯利亚大铁路的运输份额减少并相对削弱俄罗斯在中亚的影响。俄罗斯应该适应新的现实,减少损失并抓住获得最大利益的机会。

The reason of connecting the Eurasian Economic Union with the Silk Road Economic Belt is that members of the Eurasian Economic Union undertake the due obligations within the Union and also participate in building the Silk Road Economic Belt.Recently,the connection is carried out by bilateral form:investment cooperation between each member of the Eurasian Economic Union and China,the leader of the Silk Road Economic Belt.Building of the Silk Road Economic Belt will bring Russia benefits and risks,as it will encourage modernization and intensive management of the Russian section of China- Europe corridor,however,the enhancement of China's influence will reduce the share of transportation of Siberian Railway,weaken the Russia's influence in Central Asia.Russia should acknowledge new realities,minimize losses and seize the opportunity to obtain the maximum benefits.
