津冀港口群一体化在京津冀协同发展中的定位、困境与路径选择

The Positioning,Dilemma and Route Choice of the Integration of Harbors in Tianjin and Hebei in the Coordinated Development in Beijing-Tianjin-Hebei Region

放眼国内,以宁波港为代表的新一轮港口群整合潮正在悄然兴起,目前国内已有多地提出了明确的港口重组与整合计划。伴随着《环渤海地区合作发展纲要》获得国务院批复,在京津冀协同发展、"一带一路"等一系列重大国家战略的共同作用下,津冀港口群一体化建设也迎来了新的发展契机。津冀港口群区位相近,腹地交叉,岸线资源紧密相连,具有实现港口群一体化发展得天独厚的优势,但受既有行政分割体制限制,两地港口群协同发展进程缓慢,存在一系列制约港口群协同发展的桎梏。因此,为更好地促进津冀港口群一体化进程,加快沿海区域综合功能开发,实现沿海现代产业合理布局,打造现代化沿海产业带,推动环渤海区域经济合作与京津冀协同发展,必须从体制、政策、市场环境等多方面着手,建立津冀沿海港口协同发展的跨区域协调合作机制,实现港口资源协同发展中市场机制效用的最大化,构建优势互补、定位清晰的协同分工合作体系。

A new turn of integration of harbors,such as Ningbo Harbor,is emerging in China;and some restructuring and integration plans have been put forward in some regions. With the approval of The Regional Cooperation Plans of Bohai Rim by the State Council,and in the context of the coordinated development in Beijing-Tianjin-Hebei region and a series of critical national strategies,such as the＂Belt and Road＂initiative,the integration of Harbors in Tianjin and Hebei will face more new opportunities. There are so many unique advantages for the integrated development of harbors in Tianjin and Hebei;but because of the administrative and institutional limits,the coordinated development of harbors in this region is very slow. To better promote the integrated development of harbors in the coastal regions,we should accelerate the development of the comprehensive function in coastal regions,realize the rational layout of modern industries in coastal regions,build the modernized industrial belt in the coastal regions,promote the regional economic cooperation in Bohai Rim and the coordinated development in BeijingTianjin-Hebei region,pay more attention to the institutional,policy and market environmental aspect,formulate cross-region coordination and cooperation mechanism for the coordinated development of harbors in Tianjin and Hebei,give full play to role of market mechanism in the coordinated development of harbor resources,and establish the coordinated labor- division and cooperation system.
