海外发展研究所(Overseas Development Institute)是英国一家非政府的独立研究机构,在宾夕法尼亚大学近年来关于教育领域的全球智库排名中成绩不俗,被认为是在国际发展和人道主义问题研究方面拥有领先水平的智库。它主要面向发展中国家,以独立性和专业性为各国政府、国际机构以及世界各地的合作伙伴提供优质研究、政策建议、咨询服务以及定制培训,旨在缩小政策与研究的差距,造福发展中国家及发达国家,并设立专项奖学金,为发展中国家输送优秀的经济学及统计学研究生,致力于当地公共事业发展。本刊特约记者通过文献法和访谈法等多种途径,从海外发展研究所的运行概况、在教育领域的研究脉络以及近期研究重点等几个方面进行呈现,以期对我国教育智库建设和发展有所启示。

Editor＇s note：The Overseas Development Institute is a non-governmental and independent research institute in Britain and is considered a think-tank which takes the lead in the study of international development and humanitarian issues. Mainly focusing on the needs of developing countries, it provides with independence and professionalism the high quality research, policy advice, consultant service and customized training for various governments, international agencies and partners from all over the world, so as to close the gap between policy and research and to benefit the development of developing countries and developed countries. In addition, it also establishes special scholarships for developing countries to cultivate good graduate students in the area of economy and statistics who will be committed to the development of local public affairs.
