国际人权运动的发展、联合国安全观的变化以及国际安全的现实促使冷战后联合国维和行动增加了保护人权的新职责。维和行动履行这一职责的活动具有主要采取软性手段以及需要多个行为体相互配合的鲜明特点,其新职责的履行顺应了现实发展的需求,受到国际社会的赞扬,但也遇到了一些困惑和难题,且其自身所蕴含的侵害人权的隐患也不容忽视。

Development in the international human rights movement,changes of UN Security Concept and international security reality have prompted a new responsibility of UN peacekeeping operations after cold war,which is the protection of human rights.The protection of human rights in peacekeeping operations has the distinctive features of mainly taking soft methods and requiring cooperation among relevant actors.The performing of the new task in UN peacekeeping operations has conformed to the development of reality and won the praise from the international society,but also met some puzzles and problems.And the possibility of violations to human rights in operations can＇t be ignored.
