水利投融资体制改革绩效的熵权模糊综合评价 被引量:3

摘要 随着水利改革在全国范围内不断试点展开,为了客观反映改革的成效与不足,建立了一套实用、合理且有效的水利投融资体制改革绩效评价方法。为此,提出了一种熵权模糊综合评价模型,将熵权值法和模糊综合评价法相结合,对构建的水利投融资体制改革绩效评价体系进行了客观赋值和评价,并通过湖南省水利投融资体制改革试点绩效评价的实例运用对模型进行了验证。结果表明:熵权模糊综合评价方法在实践中具有可行性,能较为客观地反映水利投融资体制改革的成效与不足,为管理者提供了一种科学、量化的决策方法。 With the reform of water conservancy in nationwide had launched a pilot,in order to scientifically and objectively reflect the achievements and shortcomings of the reform of water conservancy investment and financing system reform. it was required to establish a practical,rational and effective performance evaluation system of water conservancy investment and financing system reform and objective evaluation methods. For this reason,the paper present an entropy weight and fuzzy comprehensive evaluation model,combined the entropy weight method with fuzzy comprehensive evaluation method,tried to establish the performance evaluation system of water conservancy investment and financing system reform,determined weight vector of the evaluation index and evaluate objectively. The results showed that the model was feasible in practice,and could be comprehensively and objectively reflect the effectiveness and lack of the water conservancy investment and financing system reform,provided a scientific and quantitative decision-making method for managers.
