战略管理的实质是使组织能够适应、利用环境的变化,提高组织整体优化程度,注重长期、稳定发展。通过战略管理,推进大学发展,是每一所大学都应该关注的问题。在此过程中,确立规划自觉意识是前提;抓住理念、队伍、制度、资源、文化五个要点是关键,这五个方面是战略管理与大学发展的联结点;研究解决战略规划、战略实施、战略评估中的突出问题是保障。

The essence of the strategy management is that the organization could adapt to the environmental change, use the environment, and optimize itself, focusing on the long- term stable development. By the strategy management, it could promote the university de- velopment, which is the issue concerned by every university. In the process of strategy management, the consciousness of strategy planning is the premise; such 5 elements as the idea, the team, the system, the resource and the culture are the hinges, which are interconnected with strategy management and university development; resolving the extrusive problems in the strategy planning, the strategy implementation and the strategy evaluation is the safe- guard.
