欠发达地区地方政府在产业园区建设与发展过程中的作用

On the Roles of Local Governments in the Construction and Development of Industrial Parks in Underdeveloped Areas

产业园区作为一种产业组织形式,在加速创新、提升产业竞争力、优化产业结构、促进区域及国家经济发展等方面具有积极的推动作用。由于经济发展起点低、自然条件较差、制度性约束较多等因素,欠发达地区的产业园区建设发展必然处于"政府主导"阶段,由地方政府对园区进行规划、征用土地、投资建设基础设施、招商引资、吸引人才、培育特色产品、发展循环经济,保证园区可持续发展。

As one of organizational forms of industry,industrial parks play positive roles in accelerating innovation,improving the industrial competitiveness,optimizing the industrial structure,promoting regional and national economic development. Because of the low start point of the economic development,the poor natural conditions,and the institutional constrains,the construction and development of industrial parks in underdeveloped regions have to rely on the mode of the ＂government-led＂at the early stage. This mode makes local governments the dominators and sponsors in park planning,land expropriation,infrastructure investment,investment attraction,talents introduction,cultivating characteristic products,and the development of circular economy so as to ensure the park sustainable development.
