城乡一体化背景下新型职业农民教育培训存在的问题及对策研究——基于西部县域实践的思考

A Study on the Problems and Their Solutions in New Professional Farmer Training from the Perspective of the Unification of Town and County: Based on the practice of counties in the west part of the state

新型职业农民教育培训关乎"三农"发展、农业现代化进程和城乡一体化战略的未来,任重而道远。目前农民教育培训实践中既呈现出市场需求旺盛、教育培训任务艰巨与培训覆盖面窄、规模数量小、与实际需求脱节、难以适应发展形势、改进提高空间巨大并存等不容忽视的状况,又存在着农业和农村经济发展落后,农民科技文化整体素质偏低,农民缺乏主动学习和获取有用信息的意识和能力,教育培训机制体系、模式、师资等不能适应要求、教育培训投入不足等值得高度关注的突出问题。要扭转现状,破解问题,亟需立足城乡一体化建设,着眼"十三五"规划和扶贫攻坚战略,进一步提升战略认识、整合社会资源、创新发展、突出重点、强化管理,从认识与舆论、体制与机制、理念与模式、针对性与有效性、支持与保障等方面入手,统筹谋划,系统推进,全面加强和深化新型职业农民教育培训工作。

The training of new professional farmers is crucial to ＂the three rural developments＂,the agriculture modernization and the future of the unification of town and county. In the present training there are some problems including strong demand for training,heavy tasks in training,the narrow coverage in contents,the small size of training,the divorcement of contents from the practice,the little adaption of training to the situation,big space fro training improvement,the backward farming and agricultural economy,the lower scientific and cultural quality of farmers,the poor consciousness and ability of active learning and information gaining,the less workable training system and modes,and the insufficient financial investment. To solve these problems and improve the situation,the following strategies and solutions should be taken： Focus on the unification of town and county and stick to ＂the thirteenth five- year plan＂and the poverty alleviation so as to improve the strategic understanding,optimize the social resources,stress the innovative development,concentrate on the important points,and strengthen the management; Proceed from public understanding and opinion,system and organization,notion and mode,aim and effectiveness,and support and security so as to lay out a over- all plan,carry out the plan systematically,and strengthen and deepen the new professional farmer training.
