The article describes the first-level network establishing concept of Zemeng Bridge in Serbia. According to ellipsoid expansion principles,starting from aspects of location selection,stone buried,external GNSS measurement,ling ellipsoid axis alteration computation,and national coordinate conversion,it introduces the first-level bridge control measurement operation procedures,which has provided some guidance for similar engineering measurement.
