摘要
研究发现,案例高校发展目标定位存在整体绩效有待提升、定位过程民主参与程度较低、定位与高校办学条件及经济社会发展契合程度较低、定位实施不彻底、定位落实水平较低、定位效果不显著及定位前景预期过于乐观等问题,且不同高校在不同环节间存在较大差异。提升高校定位绩效水平,需制定和实施完善高校定位工作的"一揽子方案"。落实民主性原则,确立多方参与制度;保障定位深入普及;立足现实条件,面向经济社会需求,合理定位;建立定位评价与监督机制,研发定位科学评价工具;注重定位效用,提升定位价值;客观看待定位前景,保障定位切实落实。
The research shows that there exist various problems in the development goals positioning of case universities, such as the need of promoting the overall performance, the low degree of the democratic participation, the low degree of the coincidence between the positioning and the universities' conditions as well as coincidence between positioning and economic and social development, the low level of the positioning implementation and commitment, the insignificance of the positioning effectiveness and overoptimistic anticipation to the prospect. Furthermore, there exist extreme disparities in different links in different colleges and universities. To improve the level of the positioning performance, we need to formulate and implement "a package program", implementing the principle of democracy, establishing the system of multiparty participation, orienting the position rationally on the basis of real istic condition and social demands, setting up the supervision and evaluation mechanism, researching and developing the scientific evaluation tools, promoting the positioning value, regarding the positioning prospect objectively and rationally, and ensuring the realization of positioning faithfully.
