全国科技体制改革政策比较及其对浙江的启示

Comparative Research of National Scientific and Technical System Reform Policies and Its Enlightenment to Zhejiang Province

深化科技体制改革是国家创新驱动发展战略的重要支撑。十八大以来,各省市纷纷出台了相关政策来进一步深化科技体制改革。文章以科技管理体制改革、企业技术创新机制和高校与研究院所相关政策为着眼点,对各省市的相关政策进行比较研究,具体涉及科技项目管理、科技经费改革、评价和奖励、税收优惠政策、财政补助政策、政府采购政策、企业研发机构政策、职务发明政策和协同创新政策等方面。基于比较研究结果,结合浙江省发展战略和科技发展的规律,得出浙江省进一步深化科技体制改革的对策建议。

The deepening of scientific and technical system reform is an important support for the national innovationdriven development strategy. Ever since 18 th CPC National Congress, many provinces and cities have issued relevant policies to further deepen ST system reform. This paper carries out comparative studies on these policies, focusing on ST management system reform, enterprise technology innovation mechanism and universities research institutes,which refer to ST projects management, ST funds reform, ST evaluation and reward, preferential tax policy, fiscal subsidies policy, government procurement policy, enterprise RD organization policy, service invention policy and collaborative innovation policy. Based on the comparative study results, combining with development strategy of Zhejiang Province and ST development laws, countermeasures and suggestions for further deepening ST system reform in Zhejiang Province are put forward.
