摘要
将"基本公共服务均等化"作为我国政府交通公共服务职能转变的可行路径,引入到中国地方政府间合作关系的发展实践中,是解决地区间大量交通公共问题外溢、缩小地区间公共服务差距的客观需要。交通公共服务均等化过程中地方政府间的合作存在主动性不强、协调机制缺乏、无序竞争、合作执行力度弱等问题,这主要是由地方利益最大化追求、信息不对称、行政分权、经济发展水平差距、协调机制不健全等内外因素所致。地方政府在公共服务供给问题上,必须从强化合作理念,完善合作协商机制、建立利益分享与补偿机制、多元主体合作供给、加强合作约束等方面促进交通公共服务均等化的实现。
"Equalization of basic public services"as the possible route for the reform of the government traffic function is introduced into China in the practice of the development of the relationship between local governments,which can be the objective requirement to solve a lot of traffic public problem spillovers and narrow the gap between regional public service. In the process of equalization of traffic public services,there exists some problems impacting the cooperation between local governments such as lack of cooperation motivation and coordination mechanism,disorderly competition and poor executive function. These are mainly due to the pursuit of self- interest maximization of Local government and Information asymmetry,administrative decentralization,different levels of economic development and imperfect cooperation mechanism. In order to promote the realization of public service equalization,local governments should strengthen the concept of cooperation,improve cooperation and collaboration mechanism,building benefit shares and compensating mechanism,multi- organizer cooperative providing model and cooperation constraints to make the equalization of traffic public services come true.
