跨越中等收入陷阱:韩国新村运动的启示

Over Middle Income Trap:the Enlightenment of South Korean New Village Movement

加快推进农村发展是一个我国重要而又迫在眉睫的问题,补齐农村发展迟缓这块"短板"刻不容缓,否则我国将长期陷于"中等收入陷阱"的风险会越来越大。中韩两国地理相近,文化相通,同属"儒家文化圈",其发展经验对我国来说有着不可忽视的借鉴意义。20世纪70年代的新村运动助推韩国跨越了中等收入陷阱,其对我国具有的重要启示作用在于:一是确立突破农村发展瓶颈是跨越中等收入陷阱的重中之重的理念;二是始终如一地发挥农民的主动性和创造性;三是全面依托生活伦理教育等社会资本的支持。

To accelerate rural development is a complex and urgent task,otherwise China will have a high risk of falling into a long-term ＂middle income trap＂.China and the ROK share geographical proximity,cultural similarities,and ＂Confucian cultural circle＂,Korean experiences in development will be of great significance for China.New Village Movement in the 1970 spropelled South Korea to leap over the middle-income trap,which has important implications for us：Firstly,to establish breakthrough of rural development bottleneck;Secondly,to play consistently farmers initiative and creativity;Thirdly,to fully rely on the support of life ethics education and other social capital.
