摘要
根据部分国家和地区以标准为主要内容的化矿产品技术性贸易措施,本文分析了化矿产品标准中部分有毒物质的法律管控与标准规制。例如:化学物质综合管控,无机污染物、有机污染物、生物杀灭剂、高度关注物质的含量限制,矿产品的进口植物检疫要求与出口禁令,以及认证与标签要求,等等。研究了化矿产业受国外技术性贸易措施影响状况,探讨了我国化矿产业应对国外技术性贸易措施的策略。
FAccording to the standards taken as the main contents of chemical and mineral products technical trade measures in some countries and regions, this study analyzes the legal controls and standard regulations of some toxic substances in foreign chemical and mineral product standards. Such as comprehensive administration and control of chemical substances,control of inorganic/organic contaminants, biocidal products and Substances of Very High Concern（SVHC）,import phytosanitary requirements and export ban on mineral products,and certifi cation and labeling, etc. This study also explores the impact of foreign technical trade measureson the chemical and mineral industry. Policies and measures for chemical and mineral industry to deal with foreign technical trade barriers are provided.
